Title I Program and Building Eligibility
Orange City Schools is committed to making sure every child receives the support they need to grow, achieve, and thrive—regardless of background or circumstance. One way we do this is through Title I, a federal program under the Elementary and Secondary Education Act (ESEA) that provides funding to help schools ensure all students have access to a high-quality education.
At Orange, Title I services are delivered through our Multi-Tiered System of Supports (MTSS), which allows us to tailor instruction and intervention to each student’s needs. Students who are identified for support receive small-group or individualized instruction during the school day, as well as opportunities for after-school tutoring. Our goal is to close learning gaps, build confidence, and help every student meet or exceed grade-level expectations.
Title I funds are also used to purchase instructional materials, provide ongoing professional development for teachers, and strengthen partnerships with families. These resources enhance the learning experience and ensure our staff is equipped to meet the needs of all learners.
Each year, the Ohio Department of Education and Workforce (ODEW) determines which school buildings are eligible for Title I services based on the percentage of students identified as economically disadvantaged. Schools that meet or exceed the district-wide average are eligible to receive Title I funding through a Targeted Assistance model, meaning support is provided directly to the students who need it most.

As part of our commitment to strong school-family partnerships, Orange City Schools holds an Annual Title I Parent Meeting each fall. During this meeting, families learn more about the Title I program, how students qualify, the services offered, and how they can stay involved in their child’s education. This meeting is also a time to review important documents and provide input on how Title I funds are used.
